Its an external limitation imposed by the client. I can't have external dependencies. Is there a way to do it without external dependencies?

I suggest beating your client with a cricket bat first. After that you can still do it using the standard java.util.zip classes to open or create an *.xlsx file and then javax.xml to modify or create the xl\workbook.xml file. Have fun.
