Feature Proposal: Add HeadlinesPlugin to the list of Preinstalled Plugins

Motivation

For smaller intranet websites, the HeadlinesPlugin is a good way of encouraging users to make it their homepage. It was the first plugin that I installed on our system and we've been using it ever since. I'd encourage the team to consider making this one of the preinstalled plugins.

It seems the Microsoft is going to include RSS/Atom .. whatever ... handling in the next release of Windows. We can interpret that as a 'new baseline'.

It would seem a shame to not have this capability in the core TWiki.

However the current release is dreadfully undermaintianed. MichaelDaum has an upgrade. See HeadlinesPluginDev
