A small (I hope) addition to ACL

It would be really helpful to be able to do something like

 * #Set ALLOWTOPICCHANGE = +SampleTeacher * #Set ALLOWTOPICCHANGE = -SampleStudent 

This would allow the modification of permissions (probably on a topic basis), without having to know what the current permissions are

This might be able to be done via a plugin, of course, but ACL is always a bit tricky/risky to play with in extensions.

I was thinking about doing it programatically or via templatetopics, rather than using the plugin.
