Some variables expanded in verbatim

If you look at:

http://cairotwiki.mrjc.com/view/TWiki/TRTChangesFromDistribution?from=localInstallation;to=TWiki20040901;sortcol=0;table=2;up=0;mode=diff;file=twiki%2Ftemplates%2Fregisternotify.tmpl

you'll note that the WIKIWEBMASTER variable shows expanded, even though the output is wrapped in verbatim, as if my verbatim block has been processed by a handleCommonTags.

Am I doing something wrong? It seems like I need to have produced my output in a PostRenderedHandler mentioned on http://twiki.org/cgi-bin/view/Codev/MorePluginHooks

This looks to be a problem in your code, so I'm rejecting it

I note, however, that expandVariablesOnTopicCreation doesn't honour verbatim, so that may be your problem.
