Are there privacy settings that block apps from screen-sharing other apps' windows?

When a MacOS user tries sharing his full screen with me on Signal Desktop, I only see his Signal window; everything else (except his cursor) is black:

screen sharing, other apps' windows blacked out

Is there a system setting he has to change to enable Signal Desktop to share his other applications' windows and not show them blacked out?

According to Signal Permissions & OS Notification Settings, under the subheading "Desktop", then sub-subheading "OS Permissions Requested" (bottom of the page):

Screen Recording Allows you to share the entire screen or separate application window. macOS Catalina version 10.15 or later: Choose the Apple menu  > System Preferences > click Security & Privacy > select Privacy > Select Screen Recording > Select the checkbox next to Signal. Signal will need to restart for this setting to apply.
