From your picture, it looks like your ATtiny84 is not powered (connected to unpowered power rails).

The positive (red) and negative (blue) rails on both sides of a breadboard are usually not connected. You mustshould either manually connect the power rails on opposite sides of your breadboard or connect your ATtiny power pins (1 and 14) to the corresponding rail on the other side of your board. See below (apologies for the crude drawing).
