\$\begingroup\$ The precedence rules should make a~Drop~{#}~StringStartsQ~a[[#]] work. Also Array should save some bytes over Length, especially because it will allow you to use Join@@ instead of Flatten@ (provided, you're using Flatten only for a single level). \$\endgroup\$
