Yes, the pg_restore.exe is in this location - C:\Program Files\PostgreSQL\13\bin. Go to File-> Preferences and change the binary path, then its good-> Paths->Binary paths

Change PostgreSQL Binary Path to go."C:\Program Files\PostgreSQL\13\bin"
