poly libs: visualizing the third-party import versions for projects

The poly libs command has been updated:

The bricks-and-libraries table is now longer repeating (duplicating) for each project, but instead outputs one single table.

In addition to the bricks-and-libraries table, the command now will show the library versions and what versions are specified in the projects. If there is a difference for a library, the row will be highlighted. I hope this will improve the developer experience and helping developers find any typos in their configs!
