EvaporativeCoolers correction fixed issue, ChillerElectricEIR was found during diagnosis.
Example file now shows increased water use rate since drift and blowdown are now being used correctly.

Reviewed the code change. Now GetObjectItem routine returns the Blank Numeric Field argument and subsequently used in the get input. Water usage reported values for indirect evaporative cooler research special may change depending on input values specified for optional input fields Drift Fraction and Blow Down.
