I've added a description above, include the phrase "Fixes #4708 " which is github magic to link the pull request to an issue (cross-reference shows on both sides) and will automatically close the issue when the pull request is merged. When the final CI report comes in I will merge this. |

Change the \external-list flag in the IDD for EMS sensor output variable or meter name field so that both meters and output variables will show in the IDF Editor dropdown list. Fixes #4708
