Keyboard accessible toolbars

Is your feature request related to a problem? Please describe.

Keyboard accessibility is important. When navigating with arrowkeys, the formatting menus open just fine, but moving focus into them is inconsistent and selection / movement inside the toolbars does not work properly.

Describe the solution you'd like

• A consistent hotkey to move focus inside the currently open toolbar. (e.g. Shift + Tab)
• Escape closes toolbar (already implemented)
• Arrowkeys Left + Right to move focus within toolbar when focussed
• Arrowkeys Down to open Dropdown, Navigate inside the menu
• Enter to select focussed element

We definitely would like to improve the accessibility of all of our menus. It just takes a long time to get things working right
