Describe the bug
Whenever ProtocolLib 5.4.0 is present on a minecraft server for most paper builds including the latest Build #116, the /function command to modify datapacks fails to operate.

To Reproduce
Steps to reproduce the behavior:

1. Add a datapack and ProtocolLib 5.4.0 to a paper server
2. Use the /function command to access the datapack settings
3. See error

Expected behavior
A menu to modify datapack settings will open.
