Download associated files or give a warning when running a notebook from a URL

• Given that a notebook has associated files
• When we open that notebook from a URL (like from a Livebook badge)
• Livebook understands that the notebook has associated files
• But it doesn't download the associated files
• And when we run the notebook
• Livebook also doesn't tell us (through a warning or something) that the associated file attached is not downloaded, which kinda makes the notebook "less reproducible"

Should/could we:

• download the associated file attachments when running from badge/URL?
• or at least give a warning that a file attached is not in the disk?

we can scan for standard files directly from the base url given for the LB right?

in my case it was https://github.com/kasvith/the-art-of-elixir/blob/main/files

It already works as expected when pasting the URL on /open/url. This is a bug specific to /import?url= that livebook.dev links to. Fixed in d853eef.
