Python module for ganglia 3.1.

This module reads NFS client and server statistics out of /proc and creates a nfs_v3_* and nfsd_v3_* metric for each.

Originally based on Vladimir Vuksan's perl scripts, this version differs in the following significant respects:

1. it is written as a python plugin
2. the code is structured in a way intended to make it easy to repurpose the code for extracting other information out of /proc
