$\begingroup$ TreeForm will be improved using the newer ExpressionTree. TreeForm[expr] effectively formats as ExpressionTree[expr, "Heads", Heads -> False]; i.e. it is showing the tree of heads. I believe what you want to see is given by ExpressionTree[expr, "Subexpressions", Heads -> True]. $\endgroup$
