I can understand that sometimes questions are closed as being too opinionated, too broad, or unclear, but my question was closed as being off-topic. I have read the [On-Topic Help Center](https://codereview.stackexchange.com/help/on-topic) page for Code Review, but more detail would be useful.

I see there are a number of sub-reasons for being off-topic:

- [**the code is not owned or maintained by me (it is someone else's code)**](https://codereview.meta.stackexchange.com/a/3654)

When questions are closed with these reasons, what does it mean, and what can I do?
