A label should be added to the question to indicate this about the question. Votes should center around adding this label, rather than around closing the question.

I don't see how "examples" or "list of things" are any exception to this rule. When I ask "How do I ...", I get 20 different answers, none of them is more right than the other one. They are all just suggestions and it's the questioner that decides which answer he wants to accept.
