If moderators decline to delete a question, it is certainly not in any attempt to hurt someone's reputation score. 3. If a closed question has a negative score, non-moderators with enough reputation can vote to delete it. 4. Upvotes are worth more than downvotes and it's not that easy to end up with net negative reputation from a post. I see you're +13 from the post in question.
