I like this solution, the only change I would make would be to use a Dictionary<Tuple<bool, bool>, Tuple<bool, bool, bool> instead of a Dictionary<string, string>. Then you don't need to build a string for looking up and deconstruct the result afterwards as Tuples will do this for you.
