    Would Downvote (damn, to little rep). In my opinion Kanban requires more discipline compared to scrum since there's no time box. Since the team "suffers" for months without any improvement it seems either to be unable to break down stories into smaller chunks (kwnow what they can do within a definite time period) or is even incompetent. Kanban will probably make things even worse since there's no finish line. And regarding the cite "Kanban drives productivity and velocity by limiting the number of active, concurrent issues." - Scrum has this contraint too: complete one story after another.
