Well, I've seen project so f**ed up that their maintenance budget was three or four time the initial developement budget. Anyway, the term I'm looking for is not an "official" and serious thing, but more something like the "Ballmer peak" in xkcd. Sorry if I'm not very clear.

But how did it get so f**ed up? If its because of complex requirements, bad management, over optimisic engineers, why would a rewrite fix it?

Because the team rewriting it is not the same as tho one who write it at the beginning?
