  • if the user doesn't own the Opportunity, they cannot see it - even if someone below them in the hierarchy does - a false assumption when grant via hierarchy is enabled, it would be a weird sharing model if it was true. Restriction Rules is the answer. Alas, they don't work on Opportunity. You may be out of luck with doing this in Opportunity, you might have to recreate your Confidential opps in a custom object.
