Very conclusive post, thanks - I had thoughts along the same lines. What you say about third party assemblies is very true - one really has to take care what to deploy and what to retract... :-)

Yep, and that's a very strange issue, actually. Microsoft Installer does have counter functionality on shared assemblies. WSP is a kind of installation package too, and so I don't understand, why they don't have the same behaivour for WSPs. Sometimes, SharePoint hits :(
