one more piece of data on this. if you create the view you like, then you can go into the VIEW settings and select Folders. once in there, you can "Show this view: (1) in all folders, (2) in top level folder, or (3) in folders of content type "<select your document set or folder content type>". this really was the answer to the riddle.
