Utilization of a single server can be a bit of a red herring: “Autoscaling is terrific at giving you the capacity you need—20 minutes after you needed it” (@QuinnyPig). Lift and shift is rarely cost-effective because cloud providers sell scale and flexibility, not cheap servers.
