Several well-received answers on CV point at the Brown, Cai and DasGupta article suggesting the Wilson interval, but their own coverage graphs show this interval giving rilly bad (that's a technical term ;) coverage when $\hat{p}=0$. @Ben gives an answer with good critical insights, but I wonder if there is a decent estimator for this problem? | |
