using TigerSkin, I have restricted the access to the Mainweb to View only. The problem: Nobody except the Admin Group can change his private PersonalizedMenu any more. How do I set the restrictions in a way that nobody except the admins can change group membership, but everybody can change its PersonalizedMenu?

You can't, not unless you enhance the code. This is the same problem that I reported in AllowViewOfWebIndexButDenyWebView and that MS was writing about in AllowAccessForPermissionChecking

It is likely that MS will fix this bug in one of his forthcoming OWiki releases (http://owiki.org).

By all means feel free to submit a patch (see the PatchGuidelines) - you want to play its probably part of AccessDotPm.
