One detail of the ScriptToCreateNewWeb that made it into BeijingRelease is left: Create web does not copy file attachments. A clean way is to implement a TWiki::Store::copyTopic( $fromWeb, $fromTopic, $toWeb, $toTopic ) function that clones a topic, including repository and attachments (if any). JohnTalintyre, do you have time to work on this?

After BeijingRelease we should refactor the manage script as mentioned in SlimDownFatCgiScripts.
