This should be achieved simply by up-voting the good questions and good answers. But nowadays the good answers are not up-voted being lost within the mud of those poor or weak ones... What is the reason that users are not up-voting the good or quality content?

Always respect the author’s intent
Don’t use edits to reply to the author

create code fences with backticks ` or tildes ~

like so

put returns between paragraphs
for linebreak add 2 spaces at end

indent code by 4 spaces
backtick escapes `like _so_`
quote by placing > at start of line
