If your phone is set to any language that uses that modified "S" character the keyboard is also set to that language and long pressing "S" should give you the option to select any of its variants. Commented Feb 15 at 18:40

If your keyboard app doesn't show the š character when long pressing the s key consider switching the keyboard app, e.h. to GBoard. It shows it even on languages that doesn't use it. If have German and English keyboard configured and in both š is present even so in both languages it is not a common character. Commented Feb 15 at 20:09
