Those issues with Foxit are 10 years ago. I use it when needed, just for occasions like this with PDFs from, I assume, the Internet Archive.

I use Foxit as my "non-PDFKit" viewer, and it doesn't install any other software. I haven't run it with Little Snitch or similar, to see if it's sending anything to China, though I'm not sure what data it would be able to garner.
