I've got a character with about 30 strands of stylized hair I created using beveled splines. I really have no interest in animating these individual strands using hooks, but I do want a situation where the hair stays on the head when I pose the character, and where I can possibly tweak the individual splines, depending on the pose. (I'm trying to avoid any possible clipping)

In my imagination, I figured I could just parent the strands (curves) to the head, rig the head to the armature, and the strands would follow when I moved the head, but no dice. I really don't want to rig up all these strands with hooks if I don't have to! Editing them using the splines is so much easier than trying to convert them all to meshes and rigging them up individually.

Any ideas?

Select all splines, Shift select the Armature, go to pose mode, select Head bone, press Ctrl P > Bone.
