Description

text/cases: API for case folding. Note that although Fold is mostly language-independent, I still have a Tag to indicate the language, instead of the simpler Turkic or not flag. It is more likely to encourage people to do the right thing. For the same reason I do not have a shorthand for using Fold for the root locale.
