So therefor I think your latest 2 comments (or at least the last one) is a different question. To not invalidate my (long) answer from long time ago, how about an approach like so: (a) consider my answer as "good enough" (or "as good as it gets"), and mark it as accepted (even though it may not have completely answered your question, did it really not help at all? (b) post a new question (cfr your last 2 comments), if needed with a link to this question here (as a followup question or so?).
Sep 13, 2016 at 14:21 comment added fruitsalad @Pierre.Vriens My problem is, that I do not know how to tell Drupal, Rules on what Node it should work. !Screenshot. On the screenshot you see View 3. When I flag the flag A of a User with "Accept" I send a mail to him to tell him that he has been chosen for a friendly. All the other users in the list should get a mail telling them "sorry you've not been accpeted, better luck next time"

I found a secondary solution by setting hidden fields in flag B with the values of flag A that i needed. But this solution works but is not very nice and clean. Next problem I got now is that I want to send emails to all flagging-users of flag A, that have not been flagged with flag B. This rule event when another users flag A has been flagged with flag B. This should work as cancellation message.

Would be nice if drupal.SE would have a flagging-feature like "wait for feedback" ... one could use "bookmarks" (but that is not what that should be used for I feel). But guess what ... I plan working on something like that soon (also) ... it'll be Drupal based ....

I assume that at least you are already convinced that Rules_Link is going to be "the" answer to this (challenging) flagging-the-flag puzzle. FYI: I'm pretty sure too (now ...). However I've learned to give people (lots of) time to digest answers. Even if they forget to some day come back to confirm it did work (with an accept, etc as you suggested). What I like way more is that such a difficult to understand question is close to an answer (it would have been so much easier to just vote-to-close, which I rarely do).

I "think" that 'flagged-flagging' is what you call "flag A", correct? But by just looking at the exported rule, I'm not sure how to understand/read your rules condition with that 'flag_flagged_freundschaftsspiel_bestaetigen'. Is it something like "if flagged with flag B"? Also, what's the difference between 'flagged-flagging-user' and 'flagging-user' (in your rules condition)? FYI: it may help if you explain these field names used in your rule (via edit of your question).
