Apparently there's more to it than that, because sometimes this format works and sometimes it doesn't. I'm inspecting the payload and I can't find any substantial difference. So I'm not exactly sure what Google is doing.

I thought I had it nailed down finally with (setq message-citation-line-format "On %a, %b %d, %Y at %H:%M %p %f wrote:"), but now it's stopped working again.

create code fences with backticks ` or tildes ~

for linebreak add 2 spaces at end

quote by placing > at start of line
