Update PyTorch Installation Guide (#697)

* Add installation guide for PyTorch * Update the installation guide * Add seperate python script versions of the commented code in the guide * Trimmed down version for pytorch installation guide. - Removed some niche topics - Refrenced scripts for installaltion verification & benchmarking, and removed them from the main markdown - Mainly left commands based on uv as an environment manager * Updated guide to be more consice and focus solely to the installation of PyTorch. Remove the verification scripts, since they go beyond the intended scope of the markdown.
