chore: update CODEOWNERS (GoogleCloudPlatform#7520)

## Description Cleaning up the CODEOWNERS file, removing any xooglers and updating to newer folks. Sent an invite when necessary to give write permission to the repo. Looking for a new owner for Profiler samples, will make an update when a new owner is found.
