Describe the feature

To support publishing out this Power Query connector, a GitHub Actions workflow needs to be created which can build, sign, and publish out the release to the project's releases.

Rationale for the feature

This will provide an easy way for individuals looking to use the connector rather than develop it to take it and use it in Power BI.
