goto define shuould not open an new file while the file has opend #14073

- If using SSH remote, specify OS of remote machine: both
Bug Summary and Steps to Reproduce
- open a.c file and a.h file
- fouce c file and hit F12, go to define
- an new a.h will be open, even a.h have been open
could you please go to the open file and jump to the define? please
