Annotation Queue to Label Test Sets

Overview

We want to make it easy to turn annotated traces into labeled test cases — directly from an annotation queue.

Once you have reviewed traces and added ground-truth labels, you should be able to export those as a test set in one action. This closes the loop between production observability and offline evaluation.

This feature builds on top of Annotation Queues for Traces.
