publicsuffix: update table to latest list from publicsuffix.org

Update the list to revision f47d806df99585862c8426c3e064a50eb5a278f5 (2017-06-14T11:49:01Z). The rules for the TLD zw changed thus changing the tests to bd which has the same rule as the old zw TLD.
