Description

After this PR #32229 was merged, the CI has been continuously failing on Mac.

The failing tests are:

VerifyHybridWebView_EvaluateJavaScriptWithDifferentDefaultFile

VerifyHybridWebView_SendMessageToJavaScript

VerifyHybridWebViewWithShadow

VerifyHybridWebView_EvaluateJavaScriptWithDifferentHybridRoot

It appears that the HybridRoot is not being set correctly in the CI environment.
