Why onAction is not triggered when the action is Action.ToggleVisibility?

Am using Android sdk in my own application. I have implemented ICardActionHandler and in onAction am not getting callback for Action type ToggleVisibility. Upon debugging and found for ToggleVisibility the onAction is not triggered.
