ARMClient.exe get /subscriptions?api-version=2014-04-01 

Note: this lists the subscription belonging to the current token tenant. You can switch to different tenant by calling ARMClient.exe token {tenant}. To see all the token tenants available, call ARMClient.exe listcache.
