Problems scanning CODE39

I'm trying to get a scanner app working and having trouble.

I think i'm trying to scan CODE39 but I can't seem to get these to scan in scanapp.org or my application. These are images, but it seems to work similarly poorly via a camera as well.

My only thought is the brown cardboard box background is lowering contrast, but these scan fine with the handheld scanner I was able to test with.
