Let Maven run tests

There was a bug in the Surefire plugin that prevented JUnit Jupiter tests from running. It was fixed in some earlier version of Surefire but since I have to specify the version I decided to specify the newest one. Co-authored-by: Michael Ruocco <michael.ruocco@hotmail.com>
