    I've never heard of a shop that requires its Web API developers to furnish mocking classes or data for the developers consuming the API, though it's certainly possible. Your API developers could stand up a mock service for the mobile devs to code against while the real API is built. Your company will have to decide for itself if this approach makes sense; like most things in computing, there is no right or wrong answer, there is only that which best meets your overall needs.
