As for he link it is three years old; it is irrelevant to the current discussion. So I don't see why you are unhappy with my summary.

This answer is at +72, and I think accurately summarizes the type of scope change the community would like to see if allowed. The problem is it is condemned by the people to run the site, such as Stack Exchange and the most active meta users. It is actually something that is very much supported by the majority of P.SE users, and is in fact the scope the site was first founded to support.
