    We all know that either 100% is redefined by exceeding it, or that it is 1.8 times a known amount. In this case, however, I'd say it's probably hyperbole. The second ninety percent is there to make it memorable, and add a punch-line to the end of the quote. Commented Dec 8, 2016 at 13:43
